Manufacturers, importers, distributors, and retailers are required to report to CPSC under Section 15 (b) of the Consumer Product Safety Act (CPSA) within 24 hours of obtaining information which reasonably supports the conclusion that a product does not comply with a safety rule issued under the CPSA, or contains a defect which could create a substantial risk of injury to the public or presents an unreasonable risk of serious injury or death, 15 U.S.C. § 2064(b). In accordance with the Lobbying Disclosure Act of 1995 the Secretary of the Senate has initiated this program to allow registrants the option of filing reports electronically with the Office of Public Records.
Registrants were sent letters detailing the electronic filing process, along with a user identification number and password. Only those registrants who provided a signature of authorization to the Office of Public Records are allowed to participate at this time

A registrant must file a report for the semiannual period for which it initially registered and for each semiannual period thereafter, including the reporting period during which it terminates. LOBBYING FIRMS, i.e., entities with one or more lobbyists, including self-employed individuals who act as lobbyists for outside clients, are required to file a separate report for each client covered by a registration. ORGANIZATIONS employing in-house lobbyists file a single report for each semiannual period.

The Secretary of the Senate continues to accept paper filings. Lobbyists can download and fill out forms LD-1 or LD-2 and send them to the Office of Public Records via U.S. mail, Federal Express, or UPS. Any report postmarked by the filing deadline (or next business day) is considered to be on time. For hand-delivered documents, be advised that only government couriers with valid federal government ID are allowed into Senate office buildings.

The Lobbying Disclosure Act of 1995, as amended (2 U.S.C. 1601 et. seq.), requires lobbying firms and organizations to register and file reports of their lobbying activities with the Secretary of the Senate and the Clerk of the House of Representatives.
Form LD-1 is used for initial registration under Section 4 of the Act (2 U.S.C. 1603). Form LD-2 is used for complying with the semiannual reporting requirements of Section 5 of the Act (2 U.S.C. 1604).
