Evaluating effectiveness is the subject of the Committee of Sponsoring Organization’s “monitoring” component and a key requirement of the U.S. Federal Sentencing Guidelines for Organizations and numerous international standards and guidance, and thus a key factor regarding compliance.
Evaluation is necessary to make certain that controls and incentives are well designed and operating effectively. Control activities prevent or detect problems in the normal course of business, and help to ensure that policy is carried out.
